hello MATHY. you can contest an island in PVE only when the owner don't pay the tax (upkeep ) or after a 10 day with no activity. the sentence you have is to tell you that the last upkeep have been paid

same for me , many many sunken treasors are bug , glitch into the ground of the sea and unavaible to reach the chest , really really boring for a 'sea' game ...
