placing shipyard

im on someone settlement , ive built a base but when i try placing anything in the water it says too close to enemy , but there is nothing around , is this a bug or is this a settlement setting so i need to buy ships from the owner of the island?

There is probably pillers in the water or near by.

ive looked everywhere , even the island owners have looked , the only post i can see is a good bit away that shouldnt be the issue

I have the same trouble.  One odd thing is that if I try and place a pillar, to see where I can build, the pillar placement indicator turns blue and then orange as the waves go in and out.  The shore drops off steeply to a vast depth, so possibly it is that which is causing the placement problem, but still it's an odd thing to happen.

They drastically increased the structure blocking radius for structures placed in water. My tests put the radius at roughly equal to render distance.

Settlement owners can bypass the structure block, but everyone else can't build within render distance of each other.

I'm having this same issue, I thought maybe my small shipyard was blocking me from building the large shipyard somehow so I demolished it, now I can't even rebuild the small shipyard in the same goddamn place it was before, let alone place my large shipyard, this is seriously pissing me off, it makes no goddamn sense.
