How to Setup a 2x2 Server?

How do I setup a 2x2 server? I tried following a guide but it was for a 1x1 and out of date.

use same guide for 1x1 just apply the setting to each grid ,

Anyone spotted whales and mermaids? I can't find them on my 3x2 server. It has been running for 2 months now. Perhaps I missed something somewhere? If you have seen them on your server, are the whales mentioned in the json file anywhere? Is there an island/grid template combo that makes them spawn? Looking for help. TY
