Setting up a Hosted server for PVE

Please (I have tried so many things now) can anyone tell me what exactly I need to do to disable PVP and enable PVE on a hosted server (I know I will need to add some command lines to the game.ini  or gamesettings.ini)

I have only been able to find 4-5 posts anywhere suggesting how to do it (1 from these forums) and despite trying everything claimed, I am still hosting a PVP server.
