Overriding newest patch build anywhere

Has anyone been able to figure out how to disable the build anywhere with the new set of config options released with the latest patch? More specifically trying to set a lawless zone up for personal islands. Was able to work before the latest patch, however, after it does not. Have tried the different config options released with the patch in different combinations to no avail.

Read the docs. It's all in there. Maybe get a new host that knows what they are doing because you clearly do not - and stop banning everyone that disagrees with you even calmly and respectfully when you ask for advice but don't accept overwhelming community input that your decisions were terrible especially when you put it out for a vote and go against a 75% majority of responses...  and your terrible attitude is what is driving people away from you kid.
