It's true, the taxation requires a balance. Either pay maintenance for the flags you own (more flags = more gold), or some other form of upkeep. Spamming flags all over with no limit is not a pretty nice sight.

Yeah,those should be taxed by the system too like claim diminishing return

Or it cannot exist on PVE server. This feature is more likely good on PVP for too many reasons.
