Per-Level Skill Point Multipliers for Atlas And Per-Level Stat Multipliers for Atlas ?

I have a server in nitrado of 2x2 and every time I want to modify the skill points and other things (game.ini) the servers stop working. 

I use this pages

I wait 5 minutes after stopping the servers and I modify the game.ini of all the servers and when they start they do not work

Any idea why this happens?
