This is one of the things the devs wanted the community to make. Player Cities.

However, if you allow a company by company ID to live within your claim, they still can't build floors/foundations close to any other floors/foundations. This makes it impossible to invite multiple neutral parties to come and live near you as everyone is in conflict with each other on floor/foundation placement, including the claim owners.
