help server rcon

hey guys I cannot get my server rcon working I have tried everything 

my rcon port / server admin password is correct in my commandline 

ive set it up exactly as I have done with ark and I just get cannot connect errors every time 

all ports open 

Commandline: Ocean?ServerX=1?ServerY=0?AltSaveDirectoryName=02?ServerAdminPassword=*******?MaxPlayers=200?RCONEnable=True?RCONPort=2851?ReservedPlayerSlots=50?QueryPort=27020?Port=7784?SeamlessIP=203.173.43.71 -NoBattlEye -log -server -NoBattleEye

Try to use your Rcon config on the GameUserSettings.ini

Under:
[/Script/ShooterGame.ShooterGameUserSettings]

RCONEnabled=True
RCONPort=<port>

 

Don't forget to do this config in all GameUserSettings.ini of your grid-servers.

so out of 18 servers 4 work the rest don't the configs are all the same its doing my head in
