Contest & Stone Walls issue

Well can anyone explain how the claim system works. I'm on an small island and there is an huge fort with Stone Dino gates... they are flags all around on the strand with nothing in its radius but everytime i try to place an flag it gets contested and i would like to know from WHATTTTTT!!

The second thing is what is an good way to destroy stone on land i can't find anything to even get into this huge base...oh and of course the gates where build before the fu... up patch they have an huge headstart end everybody else now cannot spawn gates like they are did.
