Need more info on the new claim system

So this new "neutral" zone...what kind of control does the claim owner have over that?  Can they evict people for anything besides non payment of taxes?  Do they have to approve someone building there, or can anyone just walk up and grab a spot?  If the claim owner doesn't have these controls, they could be in a hell of a mess pretty quickly.

Does the renter have any controls?  Can the claim owner just take it all away and claim their buildings, ships and resources?  Can the claim owner jack up the tax rate once they've built there?  You won't see anyone building anything like this, (that Jat retweeted the other day)   if that's the case:

 

 

That would just be an invitation to the claim owner to grab the land back.

 

How is this going to work?
