Home Server Freeport Spawn Drops you in Water

We have a 2x1 map. We have 0,0 set as the home server. We have four freeport islands. The spawnpointregionoverride is set to 1,2,3,4 on the freeport islands respectively. We have the spawn regions north, south, east, west set for grid 0,0. When a player selects a spawn point (i.e. north, south, east or west) they do not land on the correct freeport. Also, they are dropped on the island randomly, sometimes in the water just off the shore. I would like to make the spawn regions match the island and drop the player near the NPC village on the freeport island. I hope someone can help us because i have not been able to find any information on this.
