Change crew amount on ships

So I dont understand why I can make a brig and be limited to crew members when I'm no where near the weight cap. I get so people dont overload cannons on a ship so why not just limit cannons on a ship instead of crew members? Makes no sense to me. Just lost my brig I made last night due to too many crew members. Lost a bunch of inventory. Hard enough trying to play with all the lag. Guess I'm just butt hurt but still makes more sense to change it from crew to cannon limit.
