First Spawn location

Greetings guys and girls..

 

I have made a decided server and running 16 shards and was wondering if there was a way to limit new people who join the server to spawn at the freeport location only. I want it so that the new players spawn there and then have to work their way off the island.

 

i tried setting all the spawn locations to ""-1"" in the map editor and set Freeport island to be "0" but didn't seem to work
