Claim Flags

To start off I'm an Xbox admin working on the 2x2 prebuilt the nitrado offers. I've been trying to make it to where you can claim any island other than the spawn island but it keeps saying that you cannot claim a lawless island so I switch that setting off on said server grid but it still says it. Am I missing something else as I have settlements turned on?

update switched lawless to off for all of my grids (even my spawn) just to see if it would do anything and still nothing.
