It was done on purpose, same as making the skill tree take more points and resources respawn a lot slower. People were getting ships too quickly and the developers had to purge the server of all ships while making it a lot harder to get them. It was suppose to take "1000 hours" to get a galleon. The large companies had over 20 in 2 days.
